Drafting & Revising Tribal Ordinances, Resolutions & Codes

Course Description

All Tribes should be committed to protecting their sovereignty through ordinances in all civil regulatory areas, including, maintaining a safe, healthy and efficient work environment. Policy & Procedures must be written to cover any and all issues relating to the work environment – from hiring, promotion, demotion & termination, tribe’s and their enterprises must adequately protect the employee, as well as the Tribe itself. Without adequate tribal ordinances and policy & procedures, tribes will continue to suffer internal friction and strife relating to employee disputes and complaints, including jurisdictional disputes with local governments. An adequate and effectively drafted Ordinance and/or Policy & Procedures Manual will assist Human Resources, Personnel Departments, Tribal Officials and other Management Personnel and their regulatory authority. Gaming operations will benefit from the instruction of MICS as per 25 CFR Part 542 relating to minimum Internal Control Standards.
